The UNAIDS PCB held its 38th meeting last June 28-30, 2016.
UNAIDS Executive Director Michel Sidibe’s report highlighted the recent milestones in the Joint Programme, including the recently concluded UN High Level Meeting (HLM), as well as the challenges relating to the financial crisis affecting UNAIDS Secretariat and the Joint Programme. Our post-HLM reflections reflect the diverse and mixed reactions of civil society, on what was achieved and not. The exclusion of some key population organizations from participating at the HLM was deemed unacceptable by the NGO Delegation.
“The Unified Budget, Results and Accountability Framework (UBRAF) is UNAIDS instrument to operationalize the UNAIDS Strategy and achieve the vision of ending AIDS. The UBRAF is structured based on the SDGs and the result areas in the Strategy, and uses the terminology of the Strategy. The 2016-2021 UBRAF is the first multi- agency results and accountability framework to be adopted under the 2030 Agenda for Sustainable Development by UNAIDS Programme Coordinating Board in October 2015.”
“In accordance with the Programme Coordinating Board Modus Operandi, Function 5 (vi) of the Joint United Nations Programme on HIV/AIDS the financial report for the year ended 31 December 2015 is being submitted by the UNAIDS Secretariat for review to the Programme Coordinating Board (PCB), as per established procedures which require the Programme Coordinating Board to review the financial report of the Programme.”
“This document presents interim financial management information on the 2016–2017 biennium for the period 1 January 2016 to 31 March 2016. The presentation at the 38th meeting of the Programme Coordinating Board will include financial information up to 31 May 2016. [The audited financial statements of UNAIDS up to the end of 2011 covered two consecutive calendar years, beginning with an even-numbered year. Since the adoption of the International Public Sector Accounting Standards (IPSAS) in 2012, however, annual audited financial statements have been prepared since 2012].”
