The NGO Delegation to the UNAIDS PCB & GNP+, co-convenors of the Global Partnership for Action to Eliminate all Forms of HIV-related Stigma and Discrimination, are calling for organizational civil society co-chairs for their six (6) thematic working groups

Background

The Global Partnership for Action to Eliminate All Forms of HIV related Stigma and Discrimination (Global Partnership) was launched in December 2018 to catalyze and accelerate the implementation of commitments made to end HIV-related stigma and discrimination by Member States, UN agencies, bilateral and international donors, NGOs and communities as part of achieving the Sustainable Development Goals by 2030.

It aims to translate commitments into measurable policy change and programmatic interventions that result in the enjoyment of HIV-related rights by all and the implementation of commitments established in the 2016 Political Declaration. Six (6) initial thematic working groups were created, to be co-chaired by the selected civil society organizational representative and a UNAIDS co-sponsor.

1. Healthcare settings, (co-sponsored by WHO)
2. Workplace settings, (co-sponsored by ILO)
3. Educational settings, (co-sponsored by UNESCO)
4. Justice settings and access to justice issues, (co-sponsored by UNDP)
5. Household settings – individuals, families and communities, (co-sponsored by UN women)
6. Humanitarian and emergencies, (WEP or UNCHR)

Thematic Working groups

The Thematic Working groups will lead on and coordinate technical support and strategic guidance for countries to facilitate information sharing, collaborative work and resource mobilization. The co-convenors are looking for recognized national, regional or global civil society organizations that work on their chosen thematic setting to apply to act as co-chairs. Each of the working groups will be co-chaired by a chosen civil society organizational representative and a UN Cosponsor (listed above).

The Co-Chairs will be responsible for:

• Developing criteria for the working group members
• Establishing a streamlined selection process, in consultation with the co-convenors group
• Convening the meetings of the working groups
• Ensuring the note-taking and information sharing between the co-convenors group and all members of the other working groups.

Selection Criteria – Civil Society Co-Charis

1. A national, regional or global civil society or key population network that demonstrates expertise in the chosen thematic area
2. Substantial expertise and knowledge on initiatives related to HIV-related stigma and discrimination
3. Substantial expertise in coordination and information sharing and gathering feedback among its constituencies (global dialogues and documents will be primarily in English)
4. Express commitment to co-lead a thematic area in pursuit of the outcomes of the working group as agreed with the cosponsor co-chairs
5. Experience in developing communication tools, key messages, and similar documents

Application Process

1. An expression of interest as civil society co-chair of the chosen Thematic Working Group should contain the following:

1. • A brief organizational profile
   • Brief summary of evidence of technical capacity and expertise in the chosen thematic area
   • A designated focal point person with proven experience working in English.
2. Letter of support from another civil society organization that has worked closely with the applicant organization

Selection Process

The team comprised of representatives from GNP+ and the NGO Delegation to the UNAIDS PCB will make the final decision. The team will decide on the application based on the terms of reference and criteria listed above.

Accountability

Chosen organization and focal points are accountable to their constituency. Selected co-chairs are also responsible for:

• Open collaboration and communication with co-convenors with regular updates and discussion through calls and emails.
• The willingness to take part in regular webinars for broader civil society and community organizations, organized by co- convenors – in order to provide information and seek for feedback and input.

Commitment

• Selected civil society organizations commit to 4-8 hours a week (depending on workload)
• There will be two in-person convening meetings a year that the focal point will be expected to attend. All expenses associated with participation (travel, accommodation etc.) will be covered by co-convenor’s group.
• The first planning meeting on the thematic groups will be held on 25-26 February 2019 in New York City. If logistically possible, organizational co-chairs should be prepared to have their focal points participate in this meeting.
