“The NGO Delegation welcomes the report on strategic human resources management issues. We are pleased to note that the staffing targets and ratio of headquarters to field have been met. As the realignment enters the consolidation phase we anticipate that the benefits will be fully realized. We believe that the fact that accountability for staff performance has been strengthened with the development of a new performance management policy and an integrated, online platform for performance and learning management, will contribute strongly to achieving overall objectives of the realignment.
This will be important as many of our constituents in civil society are concerned about the efficacy to date of the redeployment of staff. In particular, they have raised questions regarding the balance between regional offices rather than country offices as well as deployment between countries that evidence varying levels of need. Finally, they have brought to our attention that new responsibilities require new competencies and look for assurances that these competencies are being developed.
This raises questions about delivering the full benefits of the redeployment. We would very much appreciate hearing a future report on its effectiveness and to understand how it is being evaluated.”
