7.0 Report of the UNAIDS Secretariat Staff Association

The NGO Delegation would like to thank the staff association for their report. We hope that the Secretariat workforce review to be carried out will lead us to a stronger UNAIDS and will ensure its continued solidarity and collaboration with people living with HIV and those affected by the epidemic.
The Delegation is encouraged to hear about the inclusive, transparent and participatory process of the first phase of the workforce functional review exercise and encourage the Secretariat to ensure these principles in the next phase.
One of the concerns echoed at this meeting revolves around staff costs and alignment with the UNAIDS strategy and UBRAF. We think it is important for the Organisation to outline how it plans to invest in staff in the context of the Strategy, so that UNAIDS can keep ahead of the demands of the epidemic. This includes skills necessary for engaging the wide range of partners that will be essential to the transformations we need.
The Board needs to carefully monitor the potential implications of roll-out of the functional review and mobility exercises during an overlapping period to ensure they do not compromise on the ability of the agency to continue to deliver on the ambitious agenda set out by the Strategy.
In light of the fact that the December PCB will address the implementation of the SIE, we would like to support the request of the staff association to address the board at that time.
