The PCB endorses the mode of operations at country level for UNAIDS as set out in the document UNAIDS/PCB(2)/95.4, on the understanding that some of the operational issues will require further refinement based on experience gained in countries; in many instances these issues are country specific. UNAIDS will give special emphasis to:
(1)the responsibility of countries for the national response to the epidemic;
(2)the responsibility of the national government for coordination of the response;
(3)arrangements to ensure that the momentum of national responses is maintained;
(4)the important role of people living with HIV/AIDS, community-based organizations, and NGOs, as essential partners in the national response to HIV/AIDS; and
(5)a catalytic approach to the technical cooperation initiated by UNAIDS.
