UNAIDS PCB NGO Delegation Update: September 2011
NGO Delegation Recruitment
Thank you to everyone who responded to our call for nominations for the 2012-2013 Africa, Asia and the Pacific and Latin American and the Caribbean regional delegates. We were pleased to see so much support and interest in the Delegation. Short-listed candidates will be contacted in early October, and new delegates will be announced in November.
2011 NGO Report Progress Update
The 2011 NGO Report will focus on connections between HIV, the law and universal access. Over the past several months, NGO Delegates and their allies held focus groups and conducted interviews throughout the world with people living with and affected by HIV in order to understand their knowledge of and experiences with laws and to gather suggestions for solutions. Over the next few months, the data will be analyzed and summarized. The final report will be presented in December at the 29th Programme Coordinating Board (PCB) meeting.
Current Policy Work at UNAIDS
Over the next few months, UNAIDS will be finalizing a guidance document which aspires to build a more consistent and strategic approach to their work with civil society and people living with HIV across the UNAIDS’ Secretariat and Co-sponsors. The NGO Delegation has been following this work since it was recommended in the last UNAIDS evaluation and continues to push for a measurable way of working with civil society. The document is expected to be complete by the end of 2011; we will post drafts for comment as they become available. For more information, please contact firstname.lastname@example.org.
Delegates are also working to help refine indicators for the UNAIDS Unified Budget, Results and Accountability Framework (UBRAF) for 2012-2015. A decision point at the 28th PCB called for further strengthening of the UBRAF through a consultative process; the indicators will be the basis for the planning, monitoring and evaluation of the implementation of the UBRAF by UNAIDS and its co-sponsors at country, regional and global levels. The results will be presented at the 29th PCB.
Bureau Approves 29th PCB Agenda
In July, the Bureau of the Programme Coordinating Board agreed to the agenda of the upcoming 29th meeting. Highlights include: a follow-up to the 2011 UN General Assembly High Level Meeting on AIDS; a progress report on the Global Plan towards the Elimination of New HIV Infections among Children by 2015 and Keeping their Mothers Alive; further work on the UNAIDS results, accountability and budget matrix (UBRAF); UNAIDS technical support strategy; the annual NGO report to the board; and a thematic segment on “HIV and Enabling Legal Environments”.
